Browser shakes up and down in Windows 10

Issue description

UserAgent: Mozilla/5.0 (Windows NT 10.0; Win64; x64) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/63.0.3239.132 Safari/537.36

Steps to reproduce the problem:
moving mouse between tabs and website.

Using full screen "Start" and calling with it windows button.

What is the expected behavior?
not shaking

What went wrong?
shaking

Did this work before? Yes HD Graphics 530 driver was 20.19.15.4474

Chrome version: 63.0.3239.132  Channel: stable
OS Version: 10.0
Flash Version:

Current Driver is 21.20.16.4550

alt/tab chrome to another program cause an shake as well

ysabidin@ Thanks for the issue.

Tested this issue on Windows 10 on the latest Stable 63.0.3239.132 and Canary 66.0.3329.0 and unable to reproduce the issue by following the below steps.

1. Launched Chrome and navigated to few tabs.
2. Hit on F11 to enter into full screen and switched between the tabs. Couldn't observe any shake while switching.
3. Switched other windows by hitting on Alt-tab and no issues are observed.

Request you to please provide screen cast of the issue for better understanding.
Also request you to please retry the issue on a new chrome profile without any flags/extensions and update the thread with the observations.
