There is no way to disable a guest browser

UserAgent: Mozilla/5.0 (Macintosh; Intel Mac OS X 10_13_2) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/63.0.3239.132 Safari/537.36

Steps to reproduce the problem:
1. Login
2. Settings>People>Manage Other People
3. 

What is the expected behavior?
To have an option to disable guest browser

What went wrong?
There is no option to disable guest browser

Did this work before? Yes Prior to 6/28/17

Chrome version: 63.0.3239.132  Channel: stable
OS Version: OS X 10.13.2

I'm not entirely sure why this option was removed; I believe it's still available via Policy.
