"Start a new meeting" on MIMO does nothing when Meet is disabled

Issue description

ChromeOS version: 
Cfm device model: Bluestreak
Case#: 14714065

Description:
If domain uses "Classic" Hangouts, not Hangouts Meet, then MIMO still shows Meet interface, but "Start a new meeting" button does nothing (it shows it was pressed, but nothing happens).
If started without MIMO attached, TV would show Classic Hangouts interface and clicking on start meeting works.
Might be because Classic Hangouts requires meeting name?

Steps to reproduce:
1. Disable Meet for domain
2. Start Bluesteak with MIMO touchscreen attached
3. Tap on "Start a new meeting"

Current Behavior / Reproduction: 
Nothing happens, no meeting started

Expected Behavior: 
Starts a meeting

I can repro, and actually, this might be a limitation. If you think about desktop Meet experiences, "Start a new meeting" starts a video meeting in the new Meet, and "Use a meeting code" starts one in the classic Hangouts (if the meeting code is not used). And if Meet is disabled, Cfm can't start a video meeting in Meet.

Having said that, having non-functional icons shouldn't be an intended behavior. I would suggest:
1) Tapping "Start a new meeting" should redirect to the same UI as "Use a meeting code", or
2) Remove "Start a new meeting" icon from MIMO

@Katie, what's the expectation of MIMO with classic Hangouts UI?

As per b/72567390, lewenhaupt@ added a fix to hide "Start a new meeting" icon on MIMO when Cfm is in the classic Hangouts mode. Marking this bug as fixed.
