Ripple effect on VK doesn't trigger on second key when two keys are hit quickly.

Issue description

Chrome Version: M65 ToT

What steps will reproduce the problem?
(1) Open VK
(2) tap two adjacent keys with a small(<100ms ?) delay between

What is the expected result?
Both keys register, both keys have a ripple effect.

What happens instead?
Both keys register, one key has a ripple effect.
