Twitter links don't open in the app window with a PWA installled

Issue description

Chrome Version: (copy from chrome://version)
OS: 65.0.3322.0 (Official Build) dev (64-bit)

What steps will reproduce the problem?
(1) Enable #enable-desktop-pwas in chrome://flags
(2) Go to https://mobile.twitter.com/ (Twitter Lite) and select "Add to Shelf..." in the Hamburger menu
(3) Go to http://time.com/4263227/most-popular-tweets/ (any page listing tweets should work) and click on a Twitter link 

What is the expected result?
The link should open in an app window.

What happens instead?
The link open in a new tab in the same browser window used in (3)

Ah, that's because a PWA installed from mobile.twitter.com/ will only capture links to mobile.twitter.com/*. You would need to install the PWA from twitter.com for link capturing to work. We added a note to the doc to point this out.

Sadly, twitter.com is not a proper PWA. It does have a manifest with some fields though, so if you install it and change the app to open in a window, you will get link capturing but no hi-res icon or themed window bar.
