black out when disconnect from hdmi monitor - have to restart

Issue description

UserAgent: Mozilla/5.0 (X11; CrOS aarch64 10032.86.0) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/63.0.3239.140 Safari/537.36
Platform:  Platform	10032.86.0 (Official Build) stable-channel kevin

Steps to reproduce the problem:
1. Connect with external monitor with hdmi
2. Disconnect the cable
3. 

What is the expected behavior?
Stop mirroring back to normal screen

What went wrong?
Chromebook goes black, only way to get back is force restart

Dominik can you look? There isn't a lot of detail, so might not repro...

Tested with 3 different usbc->hdmi adapters, including ho-ho, apple and no-name one, tried to disconnect hdmi cable and adapters' usb-c connector, tried 1080p and 4k, but everything works just fine.
