M65 merge request for CL 879170

Feature tested and verified in latest Canary 66.0.3329.1, requesting merge into M65.

This CL is just a UI update that brings the credit card upload bubble's width into consistency with Harmony guidelines (450px -> 320px), but it was deemed a blocking issue for our M65 launch, Issue 800588.
