Their is no support for format('woff2-variations')

Issue description

UserAgent: Mozilla/5.0 (Macintosh; Intel Mac OS X 10_13_2) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/66.0.3328.0 Safari/537.36

Steps to reproduce the problem:
1. Use format('woff2-variations')
2. 
3. 

What is the expected behavior?
It should load a variable font

What went wrong?
It doesn't load a variable font

Did this work before? No 

Does this work in other browsers? No

Chrome version: 66.0.3328.0  Channel: canary
OS Version: OS X 10.13.2

Tested the issue on reported version 66.0.3328.0 using Mac 10.13.1 with below scenarios.

Scenario-1:
============
1. Downloaded index.html and SourceSansPro-var.woff2 and placed in one folder.
2. Opened index.html folder and tried resizing the browser and didn't observe any change.


Scenario-2:
============
1. Downloaded SourceSansPro-var.woff2 and added in Fontbook folder.
2. Now opened index.html in chrome and resized browser and didn't observe any change in font.

@Reporter: Could you please check the steps and let us know if we miss anything. And also could you please guide us the expected behaviour with video if possible.

Update supported font format specifiers

While we do support variations, our format specifier support was not
updated yet. Move all of that to FontCustomPlatformData and add a WPT
test to cover common supported format specifiers.

Test: external/wpt/css/css-fonts/format-specifiers-variations.html
