chrome remote desktop does not work |

Issue descriptionChrome Version: 66.0.3328.0 (Official Build) canary (64-bit) (cohort: Clang-64) OS: Windows 10 What steps will reproduce the problem? (1) Connect to a remote desktop host (my remote host was running Linux). (2) (3) What is the expected result? Connects and shows remote screen. What happens instead? Whole screen flashes black, then it connects but nothing is shown, only a white screen. It seems I am connected because as I move the mouse around the white screen, the mouse pointer changes sometimes (e.g. to a 'resize' pointer) Please use labels and text to provide additional information. I can reproduce this on my MacPro and my Windows machine. It looks like a regression in one of the Pepper APIs we use, but I can't repro with any of the NaCl sample apps and I don't see any relevant errors in the JavaScript console log. Adding GPU component to see if anyone can help.

hubbe: All I do is attempt to remote into a Linux machine from Windows and I get a white screen. The per-revision bisect landed on the change referenced in #8.

wfh: The commit is in comment #7. The particular issue that I fixed is only for Windows Canary users on an experiment that enables the passthough gpu command decoder. Looks like there are more bugs. It would be good to verify that the same results are seen with "--use-cmd-decoder=validating" and "--use-cmd-decoder=passthrough".

I notice that this bug is marked fixed, but the attached changes don't seem to add any regression or integration tests to ensure that it doesn't recur. Able to reproduce the issue on Win-10 and mac 10.12.6 using chrome reported version #65.0.3325.51 using the merged issue #810811 . Verified the fix on Mac 10.12.6 and Win-10 using Chrome version #65.0.3325.73 as per the comment #0. Attaching screen cast for reference. Observed that remote desktop was connected and remote screen was seen. Hence, the fix is working as expected. Adding the verified labels. Thanks...!!

This was a bug in Canary. And if I understand correctly, it was release blocking for Beta. The bug was fixed, and still the bug made it into Beta. Is this correct? Should there maybe be a post-mortem to ensure canary release blocking bugs don't get into beta in the future? Could this bug enter into stable the same way it got into Beta?

Re #39: The bug was marked RB-Beta for Chrome M66, not M65, so in that sense the process worked. However, the offending CL landed in M65 (see comment #21), so the bug should really have been labelled to reflect that, so the RB label could be applied appropriately.
