The about:policy page has the following link: "Using Chrome at work? Businesses can manage Chrome settings for their employees. Learn more"

This is just weird on a number of counts:

1) about://policy is a diagnostic page and not a good place to put product messaging.
2) the link is shown even if the user already *has* policy
3) the person who is likely to see this is an end user, not an admin.

So let's remove this link (basically, revert https://codereview.chromium.org/2386243002). I'm keeping this on my plate as a GoodFirstBug to give to nooglers.
