Issue description
Chrome Version:66.0.3328.0 (Official Build)Revision1629a284e7c7c2ea5e562d9f242a84992cab5ed7-refs/heads/master@{#530801} (32/64-bit)
OS: Windows(10 Touch device)
What steps will reproduce the problem?
(1)Launch chrome and open 2-3 webpages, navigate to chrome://history/
(2)Long press on search field such that touch selection menu appears > spell check > ask google for suggestion > click 'no thanks' from overlay.
(3)Again long press on search field, observe selection menu, now switch between tabs and observe.
Actual:
1.Touch selection menu appears to be misplace after long press on search field.
2.After switching between tabs unnecessary touch selection menu appears.
Expected:
1.Touch selection menu should be properly displayed after long press on search field.
2.After switching between tabs touch selection menu should not be seen.
This is a Non-regression issue seen from 'M60' series 60.0.3112.0
Note: It's touch specific issue and not seen on Windows (7,8,8.1,10),Linux (14.04 LTS) & Mac OS X(10.12.6,10.13.1,10.13.3)

I've seen this bug happen on ChromeOS and Linux before (even before M63). I think I know what is happening though. The floating paste quick menu is positioned by the touch handle (the blue blob seen right below the caret selection). Aura has a bug where the handle is not being shown Without the handle, the menu is positioned by default to (0,0). The touch handle isn't being shown because of the problem outlined in crbug.com/805075. When the dropdown context menu is shown the handle is cleared [1] in the browser but not in the renderer.
