Non-Regression: Hand pointer is seen instead of Arrow pointer in Connect to Network overlay

What steps will reproduce the problem?
(1)Recover build>> In Connect to Network overlay, click on any WiFi and observe the hand pointer on the disabled background screen(Refer Video)

Expected: Arrow pointer should be seen  
Actual: Hand pointer is seen instead of Arrow pointer. If it's intended, ripple effect should be seen when clicked outside the password window

This is a Non-Regression issue seen from M-62

Note: 1. Issue is not seen in Linux,Windows OS
      2. Issue is also seen on M63 stable, M64 beta and on M65
