Non-Regression:'Light background' text is seen missing in Select-to-speak settings page when page zoomed to 25%

Issue description

Chrome Version:66.0.3327.0/10330.0.0 dev channel Daisy,Kip,Reks
OS:Chrome OS

What steps will reproduce the problem?
(1)Sign into user ->go to chrome://settings/manageAccessibility ->In text-to Speech,enable Select-to-speak 
(2)Open Select-to-speak settings page ->go to Highlighting section and enable toggle
(3)Now zoom the page to 25% and Observe for'Light background' text

Actual:'Light background' text is seen missing when page is zoomed to 25%
Expected:'Light background' text is should be seen when page zoomed to 25%

This is a Non-Regression issue seen from M-65

Note: Issues is not seen in Linux,Windows OS

This isn't a bug in Settings, it's in the extension.

Bugs at 25% zoom are pretty low priority.

Status: Available (was: Untriaged)
