OS: Win(7,8,8.1,10).

What steps will reproduce the problem?
1. Launch chrome, open devtools on NTP and dock devtools to bottom.
2. Drag devtool window up/down and observe devtools tab strip.

Actual: Rendering of devtools tab-strip is not smooth while resizing devtools window.
Expected: Tab-strip should render properly while resizing devtools window.

This is a regression issue, broken in M-65 series, Using the per-revision bisect providing the bisect results,

Good Build:65.0.3317.0(Revision:528120 )
Bad Build:65.0.3318.0(Revision:528541)

You are probably looking for a change made after 528991 (known good), but no later than 528992 (first known bad).

Note: 1.This issue is also seen on M65 Dev(build #65.0.3322.3).
      2.Issue is not reproducible on Mac(10,12,6, 10.13.1, 10.13.3) and Linux(14.04 LTS) OS.
