Regression:Default cursor is seen missing in 'Join VPN network' overlay of chrome://settings page

Issue description

Chrome Version:66.0.3327.0/10330.0.0 dev channel Daisy,Kip,Reks
OS:Chrome OS

What steps will reproduce the problem?
(1)Sign into user >> Open chrome://settings and select'Add connection' in Network section
(2)Open 'Join Wi-Fi network by clicking on Add Wi-Fi text and close it
(3)Now open 'Add OpenVPN/L2TP..' and observe (Please refer video)

Actual: Default cursor is seen missing in 'Join VPN network' overlay
Expected: Default cursor should be seen

This is a Regression issue as same is working fine in 64.0.3282.101/10176.54.0 beta channel Kip

Note:Issue is not seen in Linux,Windows OS

I don't see anything unexpected in the video. Maybe use a screenshot?
* The default (arrow) cursor shows for non clickable areas
* Thue text inpu cursr shows over text fields
* The hand cursor shows for actionable areas (close button, dropdowns).

Steps to reproduce the issue:

(1)Sign into user >> Open chrome://settings and select 'Add connection' in Network section
(2)Click on 'Add Wi-Fi' and close it
(3)Now Click on 'Add OpenVPN/L2TP..' and observe no cursor is seen at 'Server hostname' field. 


Expected: Default cursor highlight  should be seen at 'Server hostname' field on clicking 'Add OpenVPN/L2TP..'
Actual: But no cursor is seen anywhere (in the'Join VPN network' overlay)on clicking 'Add OpenVPN/L2TP..'

This is a Regression issue as the same is working fine in 64.0.3282.101/10176.54.0 beta channel Kip
Please find the screenshots attached for reference..

Reopening the issue for confirmation. Please close this if it is also working as intended.

Restamp network config elements so that focus select is correct

The focus selector assumes there are no hidden elements. Using
restamp in the dom-if templates will ensure that is true when
the config dialog is opened more than once.
