Cannot switch Normal/Floating keyboard in the 90°/ 270° screen.

Issue description

version 65.0.3327.0 (offical build) dev (64 bit)
Platform 10329.0.0(official build) dev-channel link 
Firmware Google_Link.2695.1.169


REPRO STEPS:
Enable Floating keybaord
a.Switch to any Normal keyboard ->Rotate screen to the 90°/ 270° screen ->Open Menu list
b.Switch to any Floating keyboard ->Rotate screen to the 90°/ 270° screen ->Open Menu list

Actual result: 
a."Normal/Floating keyboard" option do not appear.
b."Normal/Floating keyboard" option do not appear.

Note:
This issut does not repro in the 0°/ 180° screen

It's WAI for the floating keyboard option to disappear with limited screen width (<1200 pixels).

But in the second case, the keyboard needs to switch to full-width mode automatically, instead of staying in floating mode.
Status: Started (was: Assigned)
The screen width requirement is not found in design.
Relaxed the restriction and allow switching floating keyboard in vertical screen.
Fixed in Google3.
Will fix when make a new release.
Still repro on the latest version:
version 67.0.3365.0 (offical build) dev (64 bit)
Platform 10471.0.0(official build) dev-channel link 
Firmware Google_Link.2695.1.169
