WebRTC cannot be enable in Chrome Flags?

Issue description

Chrome Version       : 63.0.3239.132
URLs (if applicable) : any website that uses the pc camera
OS version               :

Behavior in Firefox (if known): does not work either

Video issue, Audio issue, both, neither? Video, shows a grey screen with a line through a white camera indicating that no image can be decoded or something along those lines.

Flash or HTML5?  Adoble Flash 

I have contacted everyone and literally I have spent months trying to figure this out and have gotten no where. I cannot enable any WebRTC features for some reason and I need help getting those back immediately. It shows me that almost all decoding features for videos for WebRTC are "UNAVAILABLE" in Chrome Flags.

Unable to reproduce the issue on reported chrome version 63.0.3239.132 and on the latest canary 66.0.3329.0 using Mac 10.13.1 with the below mentioned steps.
1. Launched Chrome
2. Established a WebRTC session(by navigating to https://appr.tc/) 
We are able to establish a call and we are able to change the status on WebRTC flags present in Chrome://flags, in the process we didn't observe any grey screen with a line through a white camera or anything related to it. Ataching the screen cast of the same.

@Reporter: Could you please check the screen cast and let us know if we have missed any steps while reproducing the issue. Any further inputs from your end may helpus.
