Unwanted Voiceinput icon shows on opt-in menu

REPRO STEPS:
1.Disable Voice input (flag:#disable-voice-input)
2.Switch to any Normal/Floating keyboard
3.Open the opt-in menu

Actual result: 
2.1 Voiceinput icon disappear from the keyboard.
3.1 Voiceinput icon still appear on the opt-in menu.
