Regression: Unwanted scroll bar area is seen on 'Audits to perform' overlay.

Issue description

Chrome Version: 66.0.3327.0 (Official Build) 2b63d92e98cfdb984a8aab368c4586e2ac122aa9-refs/heads/master@{#530763} 32/64-bit.
OS: Windows (7,8,8.1,10),Linux (14.04 LTS),Mac OS X(10.12.6,10.13.1,10.13.3).

What steps will reproduce the problem?
1. Launch Chrome, open DevTools and go to 'Audits' section.
2. Click on 'Perform an audit' button to open 'Audits to perform' overlay and observe.

Unwanted scroll bar area is seen on 'Audits to perform' overlay.
Scroll bar area should not seen on 'Audit to perform' overlay.

This is a regression issue, broken in M-66 series, will soon update other info.

Below is manual regression range.

Good build: 66.0.3326.0 (Revision: 530736)
Bad build: 66.0.3327.0 (Revision: 530763)

Using the per-revision bisect providing the bisect results:
You are probably looking for a change made after 530738 (known good), but no later than 530739 (first known bad).

The script might not always return single CL as suspect as some perf builds might get missing due to failure.

Audits panel UI was redone in https://chromium-review.googlesource.com/c/chromium/src/+/1058708

This bug has now been fixed.
