What steps will reproduce the problem?
(1)Launch chrome and open devtools > customize and control..> more tools > request blocking 
(2)Press tab key till focus reaches to "Add pattern" link button and observe.

Actual: Focus doesn't traverse to "add pattern" link button after hitting tab key.

Expected: Focus should traverse to "add pattern" link button after hitting tab key.

This is a Non-regression issue seen from 'M59' series i.e 59.0.3071.104
