nyan_big-paladin fails often - HWTest did not complete due to infrastructure issues (code 3)

Issue description

nyan_big-paladin continues to fail 13 times by the reason [1] (from #4146 to #4158).

[1] nyan_big-paladin: The HWTest [provision] stage failed: ** HWTest did not complete due to infrastructure issues (code 3) **

The lab machines appear to be healthy and ready to accept tests in the lab:
atest host list -b 'board:nyan_big,pool:cq'

However, it appears that everything is failing on the provisioning stage and then aborting.  E.g.

Not sure where this is failing though during provisioning.  

Going to mark as nyan_big-paladin as experimental for now until the bug can be resolved.



Basic debug strategy...

Attempting to run directly with current failing build.

Cmd:
./run_suite.py --build nyan_big-paladin/R66-10331.0.0-rc1 --board nyan_big --suite_name provision --pool cq --file_bugs False --priority CQ --timeout_mins 30 --retry True --max_retries 5 --minimum_duts 4

If this fails, going to attempt to run with previous build that succeeded to try and narrow if infra issue or an actual issue with the build.
