Bookmark links are not captured

The link capture doesn't work if its being launched from bookmark.
- I have Gmail filters setup as bookmarks
- When I click on it, it opens gmail in the current window, instead of updating the filters on the separate Gmail window which is already open

There is a category of navigations that start from a UI suggestion. This category includes Bookmarks and New Tab Page navigations. We decided to keep the behavior of those navigations the same, i.e. stay in the browser, but maybe we should revisit that decision.

Note that even if we did change those navigations to be captured, we wouldn't focus an existing app window. We would open a new app window. This is to avoid data loss on websites that are not optimized for link capturing. In the future websites will be allowed to capture links into existing windows.
