Throttling doesn't work when page is loaded from file, not web server

Issue descriptionUserAgent: Mozilla/5.0 (Windows NT 10.0; Win64; x64) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/63.0.3239.132 Safari/537.36 Steps to reproduce the problem: 1. Create some simple web page on disk (preferably with big image) 2. Open it in Chrome 3. Try to throttle network What is the expected behavior? Throttling should simulate slower connection. What went wrong? Throttling doesn't work when page is loaded from disk. The same page served through HTTP is throttled properly. Did this work before? N/A Chrome version: 63.0.3239.132 Channel: stable OS Version: 10.0 Flash Version:
