getUserMedia video broken on appear.in

Issue descriptionUserAgent: Mozilla/5.0 (X11; Linux x86_64) AppleWebKit/537.36 (KHTML, like Gecko) Ubuntu Chromium/63.0.3239.84 Chrome/63.0.3239.84 Safari/537.36 Steps to reproduce the problem: 1. go to some room on appear.in 2. turn the camera off by clicking the "cam off" button 3. this sets the tracks enabled attribute to false and stops the track 5 seconds later 4. turn the camera on again by clicking the same button. This calls getUserMedia again and resets the srcObject What is the expected behavior? self-image works What went wrong? self-image is frozen at the first frame. The video elements webkitDecodedFrameCount continues to increase. Did this work before? Yes 64.0.3282.99 works -- not sure if that is the latest but gives a bisect window at least Does this work in other browsers? N/A Chrome version: 65.0.3322.3 Channel: n/a OS Version: Flash Version: also broken in 66.0.3326.0 on windows 10
