thehill.com steadily using 5-30% cpu when backgrounded

What API are they using that we're not yet throttling?

That's a good example!

They are continually loading new frames in the background, and we do not throttle loading yet -- and this case is a good example for looking into it.

Closing as a part of Blink>Scheduling bug review as it's not reproducible anymore. Controlling loading will be tracked as a part of further lifecycle/scheduling work.
