App windows are not restored

Issue description

UserAgent: Mozilla/5.0 (X11; Linux x86_64) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/65.0.3322.3 Safari/537.36

Steps to reproduce the problem:
0. Configure Chrome to restore open windows and tabs from previous session.
1. Add a web page (e.g. https://www.google.com/) as an "app" as described in https://support.google.com/chrome_webstore/answer/3060053.
1a. Make sure to select "open as window" option.
2. Open this app. The app opens on its own window without any Chrome UI.
3. Also open one (or more) regular Chrome windows/tabs.
4. Exit Chrome.
5. Open Chrome again.

What is the expected behavior?
Chrome restores all windows and tabs along with the app window opened in step #2.

What went wrong?
Chrome restores all windows and tabs *except* standalone app windows.

Did this work before? No 

Chrome version: 65.0.3322.3  Channel: dev
OS Version: Debian testing
Flash Version: 

This works fine on Chrome OS, and does not work on Linux. Not sure about other OSes.
