No way to install extensions to run in Guest mode

Issue descriptionUserAgent: Mozilla/5.0 (Windows NT 6.1; Win64; x64) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/63.0.3239.132 Safari/537.36 Steps to reproduce the problem: N/A What is the expected behavior? Even though you can't install extensions from within Guest mode, a personal profile that has authority can install extensions to run in Guest mode. What went wrong? Even from outside of Guest mode, there is no way to install extensions to run in Guest mode. For example, since Chrome doesn't have a built-in ad blocker, this makes it essential to install an extension to block ads - except that this isn't possible for Guest mode, rendering Guest mode useless. Did this work before? N/A Chrome version: 63.0.3239.132 Channel: stable OS Version: 6.1 (Windows 7, Windows Server 2008 R2) Flash Version: Guest mode should continue to not be able to install extensions, but there should be some way outside of Guest mode to install extensions to run in Guest mode.
