Fix PageLoadMetricsBrowserTest.* with --enable-features=NetworkService |

Issue descriptionCurrently, the following tests fail with --enable-features=NetworkService: - PageLoadMetricsBrowserTest.ChromeErrorPage - PageLoadMetricsBrowserTest.LoadingMetrics - PageLoadMetricsBrowserTest.LoadingMetricsFailed - PageLoadMetricsBrowserTest.PayloadSize - PageLoadMetricsBrowserTest.PayloadSizeChildFrame Some of these may be represent independent issues.
