[Sync Disclosure] Sync disclosure screen is different language if login with non-us devices.

Please specify Cr-* of the system to which this bug/feature applies (add
the label below).

Steps To Reproduce:
Pick any device other than US device.(Ex: Coral with Japanese keyboard)
 
(1)Start OOBE and select language as US English.
(2)login to user account
(3)Observe the sync disclosure screen

Expected Result:
Sync disclosure screen should be in English 

Actual Result:
Sync disclosure screen is different language. 

How frequently does this problem reproduce? (Always, sometimes, hard to
reproduce?)

What is the impact to the user, and is there a workaround? If so, what is
it?

Please provide any additional information below. Attach a screen shot or
log if possible.

This usually happens when not all translated strings are merged to branch.
Right now I see untranslated only the string that I added last.
So I am going to close it, please reopen if it happens after all translations get merged into the build.
