MEI should not be 0 if below the threshold

We currently return 0 when MEI is too low. It makes things harder to debug in chrome://media-engagement

My bad, we actually only return 0 when we are below the number of required visits which I guess we should continue doing in order to avoid returning 1.0 but low MEI is visits = 1 and playback = 1.

dahlke@ feel free to reopen if you have a better idea.
