DevTools: allow device mode without main DevTools panels

Issue description

UserAgent: Mozilla/5.0 (X11; Linux x86_64) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/63.0.3239.84 Safari/537.36

Steps to reproduce the problem:
One can dock the panel to left, right, bottom, even a separate window, but...

What is the expected behavior?
A choice to turn off the panel completely, without exiting Developer tools.

What went wrong?
User might be happy emulating cellphones etc. with no need for the Developer Tools control panel at all.

Even allow folding up this bar etc. at the top of the screen, so we can e.g., emulate an iPad all day, without ever having to be aware we are still in Developer Tools.

P.S., see those three dots at right? Well please add to that menu: "Exit Developer Tools".
Otherwise we can't get out fast enough... we have to find the control window, and kill that.

Summary: DevTools: allow device mode without main DevTools panels (was: Allow using Developer Tools with no panel at all, not even in a separate window)
I think adding an "Exit Developer Tools" option to the device emulation menu makes sense and should be straightforward to add.

We can explore UX ideas around having the device emulator take up the full viewport.
I am not sure it's a good idea to reduce DevTools UI around device mode. It should be absolutely obvious to the user why the page looks different due to device emulation.

Status: Fixed (was: Assigned)
We did not reach a UX solution that involved Device Mode without the main DevTools window, but the patch in #7 addresses the need to exit DevTools without having to hunt for the main DevTools window.
