Unlocalised text in the new tab right click menu (Turkish)

Issue description

Chrome Version: 63.0.3239.132 
OS: Windows 10

Untranslated text observed when user right clicks menu of the new tab button, in Chrome. Please refer to the attached screenshot. 
These are the unlocalized strings:
    Restore
    Move
    Size 
    Minimize
    Maximize
    Close

What is the expected result? 
Text should be Turkish

What happens instead?
Text is English though user has OS set to Turkish

Hi,

Thank you for reporting this issue. I've checked on the affected strings and found out that all the available TC's are properly translated.

We will be reporting this issue with appropriate TC's to be applied in liove UI.

Status: Untriaged (was: Started)
Able to reproduce the issue on chrome reported version 63.0.3239.132, latest stable# 66.0.3359.139 and on latest chrome 68.0.3416.0 using Windows-10. As this issue is seen from M-60(60.0.3112.0). Hence considering this issue as Non-Regression and marking as Untriaged.
Note: This issue is not seen on Linux and Mac.

Changing component to UI localization in the hopes of getting this addressed - c#8 indicates that the bug is reproducible in 68 on Windows 10.

Able to reproduce the issue with chrome #72.0.3618.0
Components: -UI>Localization UI>Browser
This doesn't seem to be a localization issue (can't be fixed by our linguists).

C#8 states that the issue can only be reproduced in Windows 10. It could be a browser issue.
