Background text in Reading list and History are heard when voiceover is on.

Issue description

App Version: 65.0.3310.0 canary
iOS Version:10.3.3, 11.0.1
Device : iPhones

Pre-Condition :
1- Have 10 to 15 links in reading list and History 
2- Enable Voice over from device settings.

Steps to reproduce : 
1. Launch chrome.
2. Tap on Menu > tap on reading list
3. Scroll the links upwards.
4. Place the cursor on the reading list header.

Observed results:
Notice that reading list entries are heard  

Scenario 2 :
1. Launch chrome.
2. Tap on Menu > Tap on History.
3. Tap on Search > Scroll the search results upwards.
4. Place the cursor on the History search bar

Observed results:
Notice that History links are heard  

Expected results:
Reading list and history links behind the header should not be heard 

Number of times you were able to reproduce: 5/5

Bug reproducible after clearing cache and cookies: Yes
Bug reproducible on Chrome Mobile on Android: NA
Bug reproducible on Dolphin/Safari/Firefox: NA
Bug reproducible on current stable build (App Version, iOS Version):  Yes in M63
Bug reproducible on the current beta channel build (App Version, iOS Version): Yes in M64

There's a similar behavior now, but we're using the stock TableView and Search controller. I can also repro this on iPhone Setting, so this is common iOS behaviour. Closing the bug
