Issue descriptionUserAgent: Mozilla/5.0 (Windows NT 10.0; Win64; x64) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/63.0.3239.132 Safari/537.36 Example URL: Steps to reproduce the problem: 1.Create a server to serve files and set the header - "attachment; filename="how about now.csv"" (filename in quotes) 2. Download the file in Chrome and Firefox on both Mac and Windows 3. File downloads on all but Chrome Windows. What is the expected behavior? File should also download on Chrome Windows What went wrong? File did not download on Chrome Windows Did this work before? I wasn't able to reproduce the issue on the Windows platform. Specifying "attachment; filename="how about now.csv"" header causes the browser to download the "how about now.csv" file both on Linux and Windows. Could you please collect and attach the netlog from the Linux and Windows boxes as per these instructions: https://sites.google.com/a/chromium.org/dev/for-testers/providing-network-details Thank you!
