Input method icon and accelerator sometimes active even when only one method is enabled |

Issue descriptionGoogle Chrome 63.0.3239.140 (Official Build) (64-bit) Platform 10032.86.0 (Official Build) stable-channel eve "US Dvorak keyboard" is the only input method enabled in my "Manage input methods" settings page. I still see an unnecessary "DV" icon in the system tray, though, and when I (accidentally) hit Ctrl+Shift+Space, my system switches to Qwerty instead of Dvorak. I'd expect the "Next input method" accelerator to be disabled when I only have one input method enabled. I'd also expect the "DV" icon to not be present. Hmm. While I was filing this bug report, the "DV" icon disappeared, and the accelerator no longer does anything. I don't know what triggered this. I've definitely seen the icon come and go before in the past. Any ideas about what could be going on here?

I'm also seeing this on a caroline device: Google Chrome 63.0.3239.140 (Official Build) (64-bit) Platform 10032.86.0 (Official Build) stable-channel caroline It seems to happen frequently. I'm logged into both my personal and corp accounts. Both have only "US Dvorak keyboard" checked at chrome://settings/inputMethods, but my corp desktop has "DV" in the system tray while my personal account doesn't show the input method. When I check and immediately uncheck the "US keyboard" item on the corp account's settings page, the input method disappears from the system tray, so it seems like we're forgetting the state somewhere.

I have a custom extension to provide a Compose key with a Dvorak layout on my ChromeBook and, starting recently, I'm seeing that extension disappear. Instead, I can only switch between the stock Dvorak and "US keyboard" (the latter isn't even enabled. The first time I encountered it, I tried re-installing the extension but on the latest occurrence, just disabling and re-enabling the extension in the Input Methods settings was enough (though "US Keyboard" remained an option until I enabled and disabled it). I am not in a position to move my Chell off the stable channel this week. (I will have to check on the impact of moving at all).

I'm unfortunately not in a position to switch this device to the beta channel either, but I'll comment on this bug when I get M64. We're a mere three weeks past the planned release date, so hopefully that'll be soon. :-(
