Return missing filter error code in debugd CupsResult

As of now all PPD related errors are covered by one code - CUPS_INVALID_PPD.

Support an additional error code (CUPS_MISSING_FILTER) in debugd CupsResult for easy diagnosis.

I chatted with skau@. Rather than supporting component error code in cups, we should check component error after component download and not proceed to the printing flow in the first place.
