Dmitry explained last week that offline pages needs to hook navigation loads when the network is down, so that it can serve data from its database.

Perhaps we can add a way for the embedder to provide a URLLoaderFactory to be used for a navigation?

It would be great to have a design and hopefully complete it this quarter, if possible.
