Incorrect DPI scaling after monitor change

Issue description

Version: 62.0.3202.94
OS: Windows 10
Architecture: x64

What steps will reproduce the problem?
1. Launch Chrome on a single-monitor setup with 4K screen and >100% scaling.
2. Plug-in some external 1080p monitor that has 100% scaling.
3. Chrome scales incorrectly. There is a thick black border padding around the edges of the window and the scroll bars are ultra-thick. Also, the file open dialog is super large.

What is the expected output?
No extra padding, normal scroll bar sizes and correctly scaled file open dialog.

What do you see instead?
Thick black border padding around the edges of the window, ultra-thick scroll bars and super large file open dialog.

Relaunching Chrome does not fix the problem.
