When users encounter problems or file bug reports related to VR and related future capabilities, it would be useful to have an easy way for them to provide relevant information, such as GPU, runtime version, headset model, etc. We could specifically request this information in bug templates (issue 803636).

chrome://gpu provides some of this. However, it is more detailed than we need and is missing critical information about runtimes. Thus, it probably makes more sense to create a separate page.

We could also add state information, such as about the default headset and controller(s).
