Clicking "Send now" on a crash entry at chrome://crashes when there is a scrollbar jumps you back to the top of the page

Issue descriptionUserAgent: Mozilla/5.0 (Windows NT 6.1; Win64; x64) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/63.0.3239.132 Safari/537.36 Steps to reproduce the problem: 1. Make sure your computer is not connected to the internet. 2. Open chrome://crash, close and repeat for 10 or so times. 3. Open chrome://crashes. 4. Scroll down and click "Send now" on one of the crash entries (since it has not yet been sent since no internet connection is present). What is the expected behavior? Sending of the crash report is requested, but without the page jumping back to the top. What went wrong? When you click "Send now", it requests sending of the crash report (good) and jumps back to the top of the page (bad). Did this work before? N/A Chrome version: 63.0.3239.132 Channel: stable OS Version: 6.1 (Windows 7, Windows Server 2008 R2) Flash Version: In order to reproduce, you must a) have enough crash reports on the list for there to be a scrollbar and b) remain offline so the crash reports are not automatically sent before you get to chrome://crashes.

Able to reproduce the issue on reported chrome version 63.0.3239.132 and on the latest canary 65.0.3325.0 using Mac 10.12.6, Windows 10 and Ubuntu 14.04. The option "send now" is not seen from M50 to M55, from the introduction of "send now" option from M56(56.0.2884.0) this issue of page jump is seen, hence considering it as non-regression and marking it as Untriaged. Note: Option "send now" is not seen in ubuntu 14.04 Thanks!
