FR for improving switching between mobile and desktop page version

Issue description

Chrome Version       : 65.0.3322.0
URL : dobreprogramy.pl

What steps will reproduce the problem?
(1) See https://bugs.chromium.org/p/chromium/issues/detail?id=803234 for steps

Generally dobreprogramy.pl have cookie with session ID and changing user agent is not enough to change page version

Proposed: option 1:

please mark pages in history if they're opened with mobile / desktop user agent and clear cookies when user tries to open page with different user agent

OR option 2:

ask user if he wants to clear cookies, when page is opened with different mobile agent than earlier

Note: this could make Chrome more user friendly and even if this is not described by standard it will be just useful.

Clearing cookies clears logged in user state and has much, much broader ramifications.  Doing that when switching user agents is a really bad idea in my opinion.  This is an obvious case where the site is doing the wrong thing and thus it is up to the site to fix it.

Can we have option in settings for enabling / disabling such behavior ?

(and please don't say "no" - I'm just thinking what could be implemented to help users in such situations which are annoying and which are known for us as incorrect)
No, we don't add options for what we don't think is a good use case.  Chrome adds settings very, very rarely.  In this case, we'd be adding a setting for one particular site that is poorly designed.
