What steps will reproduce the problem?
(1) chrome://flags, set #enable-manual-password-generation to Enabled
(2) Go to any web site (e.g. hungryroot.com, cf. crbug.com/803581)
(3) Try to sign up
(4) When it doesn't automatically generate a password, click or long-press in the "Choose a password box"

What is the expected result?
The context menu that appears has a "Generate password" item, as the flag description suggests.

What happens instead?
Long press menu just shows "Paste".  No way to generate a password.
