date/time picker spinbox malfunctions

Issue description

UserAgent: Mozilla/5.0 (Windows NT 6.1; Win64; x64) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/63.0.3239.132 Safari/537.36

Steps to reproduce the problem:
1. Create/browse to a page with an html <input type='date'> field
2. Click on the up arrow rapidly for intermittent durations without moving the mouse.

What is the expected behavior?
Each click should increase the selected value by one.

What went wrong?
When clicking repeatedly for an intermittent duration, at some point the event misfires and starts highlighting the wrong arrow, but not increasing or decreasing the value, it will continue to misfire as long as the mouse doesn't change position. (If I had to guess, the 'mousedown' event is firing in the wrong arrow control, but the 'mouseup' event is firing in the right one, making the browser think you drag-clicked)

Possibly related- if you click and hold the mouse button on the up-arrow, then move the mouse off the control (While keeping the button depressed), the highlighting will move from the up-arrow to the down-arrow.

@Reporter: Could you please share a sample test file/URL which helps to triage the issue in a better way from ET end.
I was able to reproduce this on every <input type=date> or <input type=time> I attempted it with, an example might be here:

So far I've only been able to replicate this bug by clicking repeatedly on the up arrow, not the down arrow.

Able to reproduce the issue on reported chrome version 63.0.3239.132 and on the latest canary 66.0.3329.0 uisng windows 10.
Note: The issue is not seen on Ubuntu 14.04 and Mac 10.13.1
As the issue is seen from M60(60.0.3072.0) considering it as non-regression and marking it as Untriaged.
