Chrome OS OOBE default focus issues

I just loaded a 65.0.3319.0 unsigned test image on my cyan device, using go/simplechrome instructions.
(1) Boot up into OOBE, see "Welcome!" screen -> Keyboard focus is on the "English (United States)" combobox, not the "Let's go" default dialog button.
(2) Continue through dialogs, "Google Chrome OS terms" dialog also doesn't focus the default button.
It seems like focus should be on the default (blue) buttons, so hitting [enter] goes to the next step.

We went back and forth on default focus a lot because it also has important a11y implications. I'll keep this assigned to me as an FR to continue thinking about with 2018 OOBE improvements.
