IPH reports failures in multiple categories, but one category "FAILURE_CONFIG_INVALID" can be misleading since the config might not be invalid, it might just be missing for some population. Specifically, in cases where the IPH feature is disabled it's also not considered valid, so it's listed as invalid. This will happen anytime a Finch config has an IPH feature only partially enabled.
It would be better to only list FAILURE_CONFIG_INVALID when an error in the params has been detected.
