What steps will reproduce the problem?
(1) go to a site has icon. eg. facebook.com
(2) click more tools - add to desktop
(3) click start menu, right click the icon - pin to start

What is the expected result?

the icon on start menu should be site icon.

What happens instead?

the icon on start menu is chrome icon.

User found a fix and post on https://zhuanlan.zhihu.com/p/33056208

1. go to C:\Users\<username>\AppData\Local\Google\Chrome\Application
2. delete chrome.VisualElementsManifest.xml then re-pin the icon to start
