[Forum stable] Can't type some Turkish letters when connecting to the computer via Chrome remote desktop app

Issue description

Chrome Version: 63.0.3239.17 
OS: iOS

What steps will reproduce the problem?
There are two issues:
(1) If you click Ö it shows up as O  (in Turkish keyboard)
(2) If you click @ it shows up as  '  ( both Turkish and English keyboard)
on the screen.

The first problem user's device:
The version: 63.0.3239.17 
Device: Iphone 6S Plus

The second device (iphone) we tested and faced with the same keyboard issue has:
iOS version: 11.2.1
Chrome Remote Desktop: 1.0.10

This is reproducible on the current released app (1.0.10), but is not reproducible on the new app.

The old app uses a character-to-keycode mapping and sends keycodes to the host, which may not support non-ASCII characters well. The new app directly sends unicode to the host so it shouldn't have the problem.
