Investigate the performance of BuildPackages with goma

I created a patch to hack the code to enable goma on the build_packages. The current goma_client on the bots doesn't support build_packages, I patched it with the required tool and enabled goma on BuildPackageStage.

BuildPackages failed with "compile request was rejected by goma server. The request might contain unsupported compiler flag.". Tracking the bug at b/72831920
