"Close all your windows" from profile menu doesn't properly save multiple windows

Issue description

Chrome Version: (copy from chrome://version)
OS: (e.g. Win7, OSX 10.9.5, etc...)

What steps will reproduce the problem?
(0) Use Continue Where I Left Off (think that's required)
(1) Open multiple windows
(2) Click on profile badge
(3) Click "Close all your Windows"
(4) Reopen that profile

What is the expected result?
All windows restored

What happens instead?
Only one window restored (need to ctrl-T to get the other ones back -- and even then, the one that was restored is restored twice...)


Not sure when it regressed (or if it ever worked) because I just discovered this feature. Thought it was neat (finally a way to close/restore all of a profile's windows like ctrl-shift-q does when you have only one profile).... but then it didn't work :(

This is already being tracked in Issue 130656. I'm not going to mark this as a duplicate because I don't want to create more activity on that bug, but we're tracking it. It's in our OKRs.
