Non-Regression:Delay is seen while displaying the tool-tip for 'Back' button in Files app.

What steps will reproduce the problem?
(1)Sign into user >> Take a sample screenshot >>In Files app>>Open with Gallery
(2)Get Info of it >> Now press tab and observe the delay while displaying the tool-tip for 'Back' button.(please refer video)

Actual:Delay is seen while displaying the tooltip of 'Back' button.
Expected:No such delay should be seen.

This is a Non-Regression issue seen from M-64

Note: Issue is not seen in Linux,Windows OS

@Fukino: Please confirm the issue.

I can't see the delay in the video. It seems there is a jump in the video.
Could you try capturing the video again?

Expected:Tool tip should be seen immediately when tab focuses it(ex:'Open',File info' buttons)
Actual: Instead delay is seen with the tool-tip of 'Back' button (i.e, tab focus comes first and then the tool tip appears)

This is the expected behavior of tooltip in Files app.
1) If there is no tooltip shown on the screen and newly-focused element has a tooltip, the tooltip will be shown after 500ms passes.
2) If there is a tooltip shown on the screen and newly-focused element has a tooltip, the tooltip will be shown immediately.

Let me mark this as WontFix(WAI).
